High Court Clears Collins Dauda and Others in $200M Saglemi Housing Case
The High Court in Accra has officially discharged former Ministers of Water Resources, Works and Housing, Alhaji Collins Dauda and Kwaku Agyeman-Mensah, along with two others, in the long-running Saglemi Housing Case involving $200 million.
The two former ministers, alongside Alhaji Ziblim Yakubu, a former Chief Director at the Ministry, and Nouvi Tetteh Angelo, CEO of Ridge Management Solutions Ghana Limited, were facing charges of allegedly causing financial loss to the state. They had all pleaded not guilty to 70 counts.
The fourth accused, Albert Clocanas, Executive Chairman of Construtora OAS Ghana Limited, passed away during the trial.
Attorney General Drops Charges
A major development occurred on February 7, 2025, when the Attorney General (AG) filed a Nolle Prosequi to discontinue the case after reviewing the docket. However, it was not until February 25, 2025, that Principal State Attorney Hilda Craig formally informed the court of the AG’s decision.
“We are here to inform the court of our entry of Nolle Prosequi in this case filed on February 7, 2025. This means the case has ended at this point, and the accused persons can be discharged,” Ms. Craig told presiding judge Justice Ernest Owusu-Dapaa.
The defence welcomed the decision, expressing appreciation to the AG’s office and the court for concluding the trial.

Dressed in a symbolic white kaftan, Alhaji Collins Dauda expressed gratitude after the verdict. “I’m grateful to Allah,” he said as he exited the courtroom. The moment was captured by GhOne TV and shared on their X page.
Background of the Saglemi Housing Case
The Saglemi Housing Case stemmed from allegations of mismanagement in a $200 million affordable housing project. Prosecutors claimed the funds were misapplied, causing financial loss to the state.
The trial featured testimony from key witnesses, including retired Bank of Ghana staff attorney Madam Lucy Tetteh Akuetteh. However, the prosecution struggled with delays, including a request on February 4, 2025, for more time to organize their case.
Following a review, the Attorney General opted to drop all charges, bringing an end to the Saglemi Housing Case and clearing Collins Dauda, Kwaku Agyeman-Mensah, Ziblim Yakubu, and Nouvi Tetteh Angelo of wrongdoing.
