Ghana has attained Tier 1 status in the 2024 Global Cybersecurity Index (GCI), a prestigious ranking released by the International Telecommunication Union (ITU). This Tier 1 “Role Modelling” status, the highest in the five-tier system, positions Ghana as a leader in cybersecurity practices, setting a benchmark for other nations.
Scoring 99.27%, Ghana is the second highest scorer in Africa, after Mauritius, and one of only five African countries to achieve this top tier. The GCI evaluates countries on Legal Measures, Technical Measures, Organisational Measures, Capacity Building, and Cooperation. Ghana’s significant improvement from 86.69% in 2020 underscores its advanced cybersecurity framework and ongoing efforts in various key areas:
- Cybersecurity Act, 2020 (Act 1038): Ghana’s comprehensive cybersecurity law is a model for the global south.
- Protection of Critical Information Infrastructures (CIIs): Effective safeguarding and risk management for critical systems.
- Institutional Arrangements: Successful coordination through the Joint Cybersecurity Committee (JCC) and upcoming Industry Forum.
- National Cybersecurity Policy and Strategy: Clear directives for cybersecurity development.
- Annual National Cyber Security Awareness Month (NCSAM): Enhancing awareness and skills.
- Computer Emergency Response Team (CERT) Ecosystem: Promoting incident response and coordination.
- Cybercrime Reporting Mechanisms: Deployment of reporting points and public alerts.
- International Cooperation: Recognized as a hub for training and contributing to global cybersecurity efforts.
- Child Online Protection: Framework and challenges focused on online safety for children.
This achievement highlights Ghana’s commitment to a secure digital environment, reflecting the collective efforts of the Government of Ghana, the Ministry of Communications and Digitalisation, and various stakeholders.
