Engineer Dr. Clifford Braimah, the Managing Director of the Ghana Water Company Limited (GWCL), is advocating for the establishment of a new district from the East Gonja Municipality in the Savannah Region. He argues that decentralization is crucial for the development of deprived communities.
Speaking at the Damana celebration in the Klor Traditional Area, Dr. Braimah highlighted the significant development challenges facing the municipality. He stated, “This part of the municipality is deprived, and if it gains its own district, it will greatly influence development in the area.” He emphasized that having a separate district would enable the community to access its own Assembly Common Fund and other financial resources, facilitating local development initiatives.
Dr. Braimah reassured the community that the New Patriotic Party (NPP) government prioritizes decentralization as a pathway to progress. He affirmed, “We will push for the creation of the district since we believe decentralization is a catalyst for development.”
As the 2024 general elections approach, Dr. Braimah urged the people of Klor to vote for Dr. Mahamudu Bawumia and the NPP parliamentary candidate for Salaga South constituency, Adam Salifu Braimah. He pointed out that the area faces pressing issues, including poor road networks and inadequate education and health infrastructure.
The creation of administrative districts and parliamentary constituencies is a significant aspect of state organization in Ghana. The 1992 Constitution grants the President the authority to establish new districts. According to Section 1, subsection 2(a and b) of the relevant act, the President may create new districts, municipalities, and metropolitan areas by Executive Instrument. The procedure and criteria for this process are outlined in the Local Governance Act of 2016 (Act 936).
Over the years, successive governments have created numerous districts, increasing their number from 173 in 2010 to 260 by 2024, following various splits and elevations to municipal status. The recent establishment of the Guan District as the 261st district in October 2021 exemplifies this trend.
The Local Government Ministry is currently reviewing petitions from chiefs seeking the creation of additional districts. In the Savannah Region, three areas have submitted applications: the Bole District is petitioning for elevation to municipal status, while the Central Gonja District and East Gonja District have requested a split to form new districts.
