The Senior Staff Association of the Ghana Highway Authority (GHA) has announced an indefinite nationwide strike starting December 2, 2024, citing the government’s failure to address pressing concerns.
The decision, outlined in a letter dated November 20, 2024, and signed by the Association’s National Vice Chairman, Emmanuel Asina, was communicated to the National Labour Commission. According to the Association, the strike is a last resort after numerous unsuccessful attempts to resolve their grievances.
Central to the workers’ demands is a call for urgent action on issues related to the implementation of the National Roads Authority Act, 2024 (Act 1118), and broader institutional reforms within the GHA.
Key Issues Raised:
- Suspension of Act 1118: The workers demand a halt to the enforcement of the National Roads Authority Act until thorough consultations are held with all relevant stakeholders.
- Reversal of Appointments: The group insists that appointments made under Act 1118 be revoked, arguing they breach Article 195 of the 1992 Constitution.
- Stakeholder Engagement: They seek comprehensive consultations across the agency, aligned with the recommendations of the 2022 World Bank-assisted Diagnostic Study on transforming the GHA.
- Leadership Changes: The removal of GHA Board Chairman Ing. I. K. Mensah and Chief Executive Ing. Collins B. Donkor (retired) is demanded to facilitate leadership restructuring.
The letter emphasizes that if their demands are not met by November 29, 2024, the strike will commence as planned, in compliance with the Labour Act, 2003 (Act 651).
