ACEPA Director Questions Timing of Speaker’s Vacant Seats Declaration 

Dr. Rasheed Draman, Executive Director of the African Center for Parliamentary Affairs (ACEPA), has voiced significant concerns regarding the timing of Speaker Alban Bagbin’s declaration that four parliamentary seats are vacant, a move that has ignited intense political debate and increased tensions in the lead-up to the upcoming elections. 

On October 17, Speaker Bagbin declared the seats of Cynthia Mamle Morrison (NPP, Agona West), Kwadjo Asante (NPP, Suhum), Peter Kwakye-Ackah (NDC, Amenfi Central), and Andrew Amoako Asiamah, an independent MP from Fomena who recently rejoined the NPP, as vacant. This decision stemmed from allegations that these MPs had violated constitutional provisions, prompting the Speaker’s ruling. 

In a subsequent interview, Dr. Draman questioned the appropriateness of making such a significant ruling at this critical juncture. He emphasized the potential ramifications for both the political landscape and the operations of Parliament as the nation gears up for elections. 

ACEPA Dr. Draman stressed that while the legal framework permits the declaration of vacant seats, such decisions should be approached with extreme caution and thorough consideration. He pointed out that the implications of such actions extend beyond mere parliamentary procedures, potentially affecting the nation’s democratic processes.  

He called for a measured response, urging all parties to await the Supreme Court’s pronouncement.
