President Mahama Announces First Ministerial Nominees

In line with Article 78 of Ghana’s 1992 Constitution, President John Dramani Mahama has unveiled his initial set of ministerial nominees for his government. This announcement forms part of the president’s commitment to fulfilling his 120-day social contract with Ghanaians, which includes appointing a cabinet within 14 days of assuming office.

The nominees include:

  1. Hon. Dr. Cassiel Ato Baah Forson — Minister for Finance Designate
  2. Hon. John Abdulai Jinapor — Minister for Energy Designate
  3. Hon. Dominic Akuritinga Ayini — Attorney-General and Minister for Justice Designate

These nominations have been submitted to the Speaker of Parliament and will undergo vetting by Parliament’s Appointment Committee, chaired by Hon. Bernard Ahiafor. The vetting process is a crucial step in ensuring a functional government that can address pressing national issues and reset Ghana’s development trajectory.

Profiles of the Nominees

Hon. Dr. Cassiel Ato Baah Forson
Dr. Forson is an accomplished economist, chartered accountant, and tax practitioner with extensive expertise in public finance, macroeconomics, fiscal policy, tax policy, and business management. A five-term Member of Parliament, he holds a PhD in Finance from the Kwame Nkrumah University of Science and Technology (KNUST). Additionally, Dr. Forson earned Master of Science degrees in Taxation and Economics from the University of Oxford and KNUST, respectively, as well as a Bachelor of Science degree in Accounting from London South Bank University.

Hon. John Abdulai Jinapor
Hon. Jinapor brings a wealth of experience and technical expertise to the energy portfolio. His background in energy economics and finance positions him as a key figure to drive innovation and reform in Ghana’s energy sector.

He holds a Master of Arts degree in Economic Policy Management and an MSc in Development Finance from the University of Ghana. Hon. Jinapor also earned an MSc in Energy Economics from GIMPA and a Postgraduate Diploma in Finance and Financial Law from the University of London.

Hon. Dominic Akuritinga Ayini
As Attorney-General and Minister for Justice Designate, Hon. Ayini is expected to leverage his legal expertise and public service experience to advance Ghana’s judicial and legal systems.
