Asantehene Calls for Review of Free SHS Policy Amidst Ongoing Challenges
The Asantehene, Otumfuo Osei Tutu II, has urged the government to reconsider the Free Senior High School (SHS) policy if persistent challenges continue to affect its implementation.
During a courtesy visit by the Minister of Education on March 14, the Asantehene highlighted critical concerns such as food shortages, inadequate accommodation, and irregular academic calendars, which are hindering the effectiveness of the policy.
He questioned the sustainability of the initiative, stating:
“If students under Free SHS face food shortages, lack proper accommodation, and spend minimal time in school due to disruptions, then the policy should either be reviewed or revised to allow those who can afford it to contribute.”
Government’s Response & GH₵3.5 Billion Allocation
In response, Minister of Education, Haruna Iddrisu, assured the Asantehene that the government is committed to addressing these challenges. He emphasized ongoing discussions aimed at improving the policy to ensure students receive quality and uninterrupted free education.
This call for a review comes after the government announced a GH₵3.5 billion budget allocation for Free SHS in 2025, as revealed in the 2025 Budget Statement presented to Parliament on March 11. The government also stated that the policy’s funding would be reinforced through the uncapping of the GETFund to enhance sustainability.
Education Stakeholders Push for Reforms
Otumfuo’s concerns align with growing calls from teacher unions, civil society organizations, and education experts, who have repeatedly urged the government to review and optimize the Free SHS policy. Several recommendations have already been presented through the National Education Forum to improve the system’s efficiency and long-term sustainability.
As debates continue, many Ghanaians await decisive action from the government to ensure that Free SHS remains a viable and effective policy that truly benefits all students.
