MTN Ghana CEO Says E-Levy Charges Will still apply to MTN users—for Now

Ghanaians expecting an instant removal of the Electronic Transfer Levy (E-Levy) after its repeal may have to exercise some patience, as MTN Ghana says it must follow the necessary procedures before stopping the deductions.

Despite President John Mahama signing the repeal bill into law on April 2, 2025, the telecom giant has made it clear that the process is not automatic and requires official directives from regulatory bodies.

MTN Ghana CEO Explains the Delay

Speaking at the MTN House in Accra, MTN Ghana’s Chief Executive Officer, Stephen Blewett, emphasized that the company cannot unilaterally halt E-Levy charges without official instructions from the Bank of Ghana and other relevant authorities.

“There’s a process that has to be followed. I can’t abolish E-Levy until I’m told to do it. If I do it ahead of time, the Bank of Ghana will catch me.”

This statement clarifies that telecom operators, like banks and other financial institutions, must wait for formal directives before stopping E-Levy deductions.

What Happens Next?

Although President Mahama fulfilled his campaign promise by signing the repeal bill within his first 120 days in office, Ghanaians must now wait for regulators to complete the technical and administrative processes needed to officially phase out the levy.

Until then, E-Levy charges will still apply, but many expect the process to be completed within a short time.
